Opponents of capital punishment in California have until March 19 to collect more than half a million signatures to qualify an initiative for the November ballot. The Savings, Accountability and Full Enforcement for California Act would repeal the death penalty - which was re-enacted in California in 1974 - and replace it with life without parole.
