Panel nixes plan to keep green-card holders out of military without background checks

The Pentagon is sending thousands of green-card holders to basic training after a divided panel of the 9th U.S. Circuit Court of Appeals upheld a district court's order staying a policy requiring more stringent background checks for non-citizens enlisting in the military.
Meanwhile, the government has appealed the panel's ruling.
