CPUC considers how to implement income-based fixed charges for residential electric utility service
California is considering fixed charge proposals to bill residential customers based on income rather than energy usage. The Legislature’s direction includes several competing objectives that make the California Public Utilities Commission’s already complicated task of setting electricity rates exceptionally more complex.
