Sacramento tells court it can’t enforce law in homeless camps
“If a city does not have the resources to address a constitutional problem, is that a defense?” U.S. District Judge William B. Shubb asked. The city’s attorney said yes.
The City of Sacramento is facing lawsuits over homeless camps from businesses, the district attorney and advocacy groups. Its attorneys have repeatedly portrayed the city as an innocent bystander swept up in nationwide trends.
At a hearing on Monday, a federal judge heard arguments from a developer who sued to force the city to clean away camps from a riverfront property it owns.
