Devine joined Manatt's 27-attorney California government and policy practice group as a partner on Feb. 1.
"Because I deal so much with local, state and federal agencies and both regulatory and legislative issues, the government relations practice at Manatt is a natural fit," Devine said. "It really adds to [my practice] and makes it a much stronger practice."
Devine, who works in Manatt's Costa Mesa office, represents individual and corporate clients on entitlement and permitting issues for a range of real-estate projects. As part of his practice, he reviews environmental impact reports that analyze the potential impacts of development projects.
The new Manatt partner brought more than 20 clients from Pillsbury Winthrop, including Orange County real estate empire C.J. Segerstrom & Sons. He declined to state the dollar value of his book of business.
Paul H. Irving, Manatt Phelps' chief executive officer and managing partner, said Devine's excellent reputation in land use and environmental law will benefit the 300-lawyer firm greatly.
"Bill is a solid, very highly regarded and very experienced attorney in an area where we have a very significant profile and client following," Irving said.
Craig Barbarosh, managing partner of Pillsbury Winthrop's Orange County office, called Devine a skilled and hardworking attorney and said the San Francisco-based firm wishes him well.
Devine, 50, won't be far from his former Pillsbury Winthrop colleagues. He moved from the firm's seventh floor Costa Mesa offices to Manatt's 12th floor offices in the same building.
