LOS ANGELES - After wending her way through the Los Angeles judiciary for a dozen years, Judge Ruth A. Kwan finally arrived at the Stanley Mosk Courthouse last July, hankering for the challenge attached to an exploration of an entirely new sphere of law. In this case, it was the realm of civil law.
