LOS ANGELES — Judge Francis Bennett II grew up in San Diego at a time when there was a shortage of courtrooms because of a population explosion.
"Rather than trying to fill a small courthouse, they had double-wide trailers," he said. "You'd walk into this trailer and there was a courtroom in there."
