SAN JOSE - On an emotional morning in the chambers of her Santa Clara County courtroom, Judge Jamie A. Jacobs-May tossed a football to a 7-year-old and then took a moment to autograph a teddy bear.

The judge was one of 20 on hand to accommodate a steady flow of parents who - flocked by children, friends and balloons - descended on Santa Clara County Superior Court in mid-November for Adoption Day.... (continued)
