SACRAMENTO - A little more than a decade into his bench career, U.S. District Judge Lawrence Karlton was assigned a case about inadequate mental health treatment for California inmates. Now, 22 years later, he is still working on that case, ensuring the state of California meets his order to reduce overcrowding in prisons.
