On a Wednesday morning last November, Judge Wendy L. Kohn raised both hands in the style of a staffless Moses and smiled at the first defendant, in court to announce the settlement of a credit card collection dispute.

"Settlement is a good thing," Kohn said. "There are things you can get in settlement that I can't give you in trial. There is no magic up here on the bench."
