One problem with Lassen County, according to Robert K. Hill, an attorney in county seat Susanville for the past four decades, is many lawyers are simply unprepared.

"We're a rural county and we have a lot of attorneys who are not diligent in preparing their cases," Hill said. "A lot of attorneys here don't open a law book."
