WEST COVINA - Every morning, Los Angeles County Superior Court Commissioner Harold J. Mulville arrives at the West Covina courthouse at 5 a.m., feeds two stray cats usually waiting for him at the courthouse door and spends the next three hours studying cases and preparing for his daily docket of preliminary hearings and traffic trials.
