SANTA CLARA - Before she was appointed a Santa Clara County commissioner in January 1991, Lisa Steingart worked as a special education teacher.

That experience has been useful on the bench, according to the 56-year-old Steingart, who splits her time between small claims court and traffic court when she is not filling in for judges on arraignment calendars.
