DOWNEY - Superior Court Referee Heidi Shirley recently received a letter from a boy she sent to a camp for delinquent youth. He was flourishing.

For the first time in his life, the boy was getting Bs and Cs, and he was working in the kitchen with a senior chef.

"He wants to pursue a culinary career," Shirley said. "He says he has a knack for making cakes and pastries."
