STOCKTON - In Commissioner Seth Hoyt Jr.'s courtroom on a recent day, a woman named Maria was laying out the reasons why she didn't deserve a speeding ticket. For one, a white pickup truck was in front of her so there was no way the officer could have caught her car on radar.
