LOS ANGELES - State Bar Court Judge Richard A. Platel was 19 when he joined the ranks of Philadelphia's finest - old enough to have a handle on the law; too young, sometimes, to enforce it.

There was the time, for instance, that Platel had to wait outside a bar while his fellow police officers broke up a fight. He was too young to go inside.
