LOS ANGELES - With its reputation for hellishly long hours and a crushing caseload of repeat offenders, the worn-out courtroom might as well have been called Department 666.

Before Commissioner James B. Copelan took over last February, the misdemeanor arraignment calendar of the Los Angeles Metropolitan Courthouse, or Department 66, was that loathed.
