POMONA - Commissioner Phyllis Shibata's Japanese-American father served in the Army during World War II. Her mother, California born and raised, spent her high-school years in a relocation camp in Arkansas.

Her mother, who as a young child picked strawberries on the family farm, chose not to make a fuss, Shibata said.
