When K. Martin White visited his father after being appointed an Imperial County court commissioner in January 2015, he struck up a conversation with one of the neighbors.

Upon learning of his new job overseeing child support matters, the woman blurted out "deadbeat dad," referring to the type of person she believed he would encounter in his role.
