NAPA - In a soft but firm voice, Napa County Superior Court Judge Mark Boessenecker explained the harms of methamphetamine to a teenager who stood before him in the courtroom.

He advised another minor to go back to school and get substance abuse counseling. "Get back on the right track," he urged.
