POMONA - It wasn't the best of circumstances when Inglewood attorney Philip A. Rafferty had to move his client's drunken-driving trial from Compton to Pomona.

He had no choice. It was the 10th day. Prosecutors either had to try the case in Judge David C. Brougham's East District courtroom 35 miles away, or dismiss it.

"That was the only open courtroom," Rafferty said.
