SAN RAFAEL - The defendant, accused of burglarizing the home of a family member, was shackled to his chair. His frequent outbursts during court proceedings had already led to one mistrial, and he wasn't showing signs of quieting down, his defense attorney said. But to avoid prejudicing jurors, Judge James R. Ritchie made sure the defendant's restraints were hidden from their view.
