FREMONT - Commissioner Geoffrey N. Carter keeps an old newspaper clipping stored neatly in his chambers at the Fremont Hall of Justice. In it, a writer recounts his triumphant experience appearing in traffic court in 2004, when Carter reduced his fix-it ticket fine from $325 to $50.
