SYLMAR - Long before Althea Baker became an informal juvenile court referee, she presided over a college classroom. Education, Baker said, is key to every child's future.

Today, when a youngster appears before her for drug or alcohol use, reckless driving, petty theft or any number of infractions or misdemeanors, one of the first questions she asks is, "How are you doing in school?"
