SAN FRANCISCO - Peter Lind Shaw, the 9th U.S. Circuit Court of Appeals' lone appellate commissioner, plays a unique role in the federal court system.
Lind, 61, functions much the way magistrate judges work in federal trial courts, yet he's conducting business at the appellate level.
