EL CAJON - It was the late 1970s, and Maureen Hallahan, fresh out of college, was toiling away in customer service at the local utility company, trying to be helpful, but getting abuse in return.

"I was surprised that people could be so rude to someone who was trying to help them," muses Hallahan, now a family law judge in El Cajon.
