CHATSWORTH - Judge John P. Farrell steps outside the sleek new north Los Angeles County courthouse and fights a strong wind to grab a taco from the local Poquito Mas.

Though this neighborhood still exudes hints of the pastoral charm that drew Farrell to the area, it's also showing signs of its suburban future.
