SANTA CRUZ - While he was a district attorney, Paul M. Marigonda remembers being more than willing to throw the book at a particular woman he was prosecuting on identity theft and stolen property charges. When that same woman showed up in his courtroom just a year later, though, the Santa Cruz County Superior Court judge was happy to keep her out of jail.
