LAKEPORT - Richard C. Martin had never even heard of the tiny Pacific island of Kosrae when he was offered a chance to work there as a private attorney in the mid-1990s.

He turned down that job, but became so intrigued by the remote tropical paradise in Micronesia that a couple months later he answered an ad to become the island state's attorney general.
