Appellate court reverses judge in San Diego seal case

The 3-0 decision Thursday from the 4th District Court of Appeal reverses a trial court ruling that set aside a city ordinance banning people from Children's Pool Beach in La Jolla during the seals' nearly 6-month breeding and pupping season.
