SAN DIEGO -- Assigning essays to juvenile delinquents is par for the course for Judge Roderick Shelton, who tells the young defendants to write about their passion or something that challenges their viewpoint.

"I've had certain kids who have said some racial things and I've had them write an essay on Emmett Till ... someone who got lynched," Shelton said.
