SAN DIEGO - When Roderick W. Shelton was growing up in Peekskill, N.Y., his hero was U.S. Supreme Court Justice Thurgood Marshall.

"I thought I'd be a civil rights attorney," recalled Shelton, 38, now a San Diego County Superior Court judge in El Cajon.

Then, in 1992, during his first year of law school, Shelton worked as an intern at the Black Law Institute in Watts.
